 apl_check_ecc_active() & dnv_check_ecc_active() when installed the non-ECC

Set function apl_check_ecc_active() &
dnv_check_ecc_active() to return -ENXIO when installed the non-ECC
memory device. And print the message in pnd2_init() accordingly.
