Subject: [PATCH 3/6] mm: remove watermark_boost_factor_sysctl_handler

watermark_boost_factor_sysctl_handler is just a pointless wrapper for
proc_dointvec_minmax, so remove it and use proc_dointvec_minmax
directly.
