Subject: [PATCH 06/10] docs: RCU: convert rcuref.txt to ReST

- Add a SPDX header;
- Adjust document title;
- Some whitespace fixes and new line breaks;
- Mark literal blocks as such;
- Add it to RCU/index.rst.
