Subject: [PATCH 12/38] docs: networking: convert cxacru.txt to ReST

- add SPDX header;
- add a document title;
- mark code blocks and literals as such;
- mark lists as such;
- adjust identation, whitespaces and blank lines;
- add to networking/index.rst.
