Subject: [PATCH 15/37] docs: networking: convert operstates.txt to ReST

- add SPDX header;
- add a document title;
- adjust chapters, adding proper markups;
- mark lists as such;
- adjust identation, whitespaces and blank lines where needed;
- add to networking/index.rst.
