Have you considered:

ctype.flags = BIT(COMMAND_RECONFIG_FLAG_PARTIAL);

instead (assuming 1, lines up with BIT(COMMAND_RECONFIG_FLAG_PARTIAL)?

If not: Can you define a constant?
