Subject: [PATCH V3 2/3] mmc: sdhci: Allow platform controlled voltage switching

If vendor platform drivers are controlling whole logic of voltage
switching, then sdhci driver no need control vqmmc regulator.
So skip enabling/disable vqmmc from SDHC driver.
