If 2 vendors already need the same thing, then that's a clue that we 
should be dropping the vendor prefix. Though AIUI, lockstep is an R5 
feature, so 'arm' would be the appropriate vendor.

The bigger issue is I don't think a single property is enough to 
capture the differences between lockstep or not. But I'm not all that 
familar with it.
