Subject: [PATCH] ARM64: dts: update MDIO speed and preamble for zii-ultra device

Update MDIO configuration with zii-ultra device to fully utilize
MDIO endpoint capabilities.  Device supports 12.5MHz clock and
doesn't require MDIO preamble.
