powerpc64: Break asm/percpu.h vs spinlock_types.h dependency

In order to use <asm/percpu.h> in lockdep.h, we need to make sure
asm/percpu.h does not itself depend on lockdep.

The below seems to make that so and builds powerpc64-defconfig +
PROVE_LOCKING.
