Subject: [PATCH v2 0/2] mm, memcg: reclaim harder before high throttling

Changes since v1:

- Reclaim only SWAP_CLUSTER_MAX pages on reclaim retries, and add
  comment explaining why. Thanks Johannes for the suggestion.
- Unify into series.
