Subject: [PATCH v3 2/4] clocksource/drivers: Add CLINT timer driver

The TIME CSR and SBI calls are not available in RISC-V M-mode so we
separate add CLINT driver for Linux RISC-V M-mode (i.e. RISC-V NoMMU
kernel).
