Subject: [PATCH bpf-next 14/35] bpf: eliminate rlimit-based memory accounting for bpf_struct_ops maps

Do not use rlimit-based memory accounting for bpf_struct_ops maps.
It has been replaced with the memcg-based memory accounting.
