Subject: [PATCH v4 09/10] Powerpc/smp: Create coregroup domain

Add percpu coregroup maps and masks to create coregroup domain.
If a coregroup doesn't exist, the coregroup domain will be degenerated
in favour of SMT/CACHE domain.
