Yes. I could improve the comments.

The mmio resource of FIU headerS should be owned by dfl bus device
(e.g. dfl-pci), cause they have some fundamental functions (sriov
set, port enable/disable) needed for dfl bus devices and other sub
features. They should not be unmapped as long as dfl bus device is
alive.

So we should not assign them to feature devices (dfl-fme/afu) again.
