During regulator_disable() the aggregated load on the regulator will be
recalculated, omitting the contribution of any disabled regulators.
As such the disabled loads are not useful - and you can set the active

Given that you're driving reset low then leave it high in power_on it
seems reset is active low.
So while I expect this to work for you it would make logical sense to
reverse this and make the code in power_on() say "reset enable, wait,
reset disable" - and "reset enable" in power_off().
