Subject: [PATCH 08/27] blk-iocost: s/HWEIGHT_WHOLE/WEIGHT_ONE/g

We're gonna use HWEIGHT_WHOLE for regular weights too. Let's rename it to
WEIGHT_ONE.

Pure rename.
