As for the, calling deassert first issue, I was thinking maybe we can add
the following here:

Yes, basically, we want to do pm_runtime_get_sync every time
there is a assert request for some specific reset bit only if
that reset bit was not asserted before. That's the purpose of the 'asserted' field.
Same goes for the pm_runtime_put but the condition is reversed.
