Subject: [PATCH v4 2/3] pinctrl: pinctrl-mchp-sgpio: Add pinctrl driver for Microsemi Serial GPIO

This adds a pinctrl driver for the Microsemi/Microchip Serial GPIO
(SGPIO) device used in various SoC's.
