Subject: [PATCH 08/36] tty: tty_ldisc: Fix some kernel-doc related misdemeanours

 - Functions must follow directly on from their headers
 - Demote non-conforming kernel-doc header
 - Ensure notes have unique section names
 - Provide missing description for 'reinit'
