Subject: [PATCH bpf-next v5 28/34] bpf: eliminate rlimit-based memory accounting for sockmap and sockhash maps

Do not use rlimit-based memory accounting for sockmap and sockhash maps.
It has been replaced with the memcg-based memory accounting.
