This patch needs to be split up a bit.

I would like to have a first patch that adds the stateless codec control class.
Note that you need to add support for V4L2_CID_CODEC_STATELESS_CLASS to
v4l2-ctrls.c as well (I didn't see that in this patch). It will be similar to
V4L2_CID_MPEG_CLASS. Doesn't v4l2-compliance complain about the missing
V4L2_CID_CODEC_STATELESS_CLASS in v4l2-ctrls.c? I would expect that the
control description is an empty string or something like that.

The V4L2_PIX_FMT_H264_SLICE related code can also be done in a separate patch.
Ditto for the V4L2_CTRL_TYPE_H264_* defines.

The documentation changes for the controls can also be done in a separate patch.
