Why not:
$(shell echo $$(($(VERSION)<<16 + $(PATCHLEVEL)<<8 + ($(SUBVERSION) < 255 ? $(SUBVERSION) : 255))))
Untested, but I think only the one $ needs any kind of escape.
The extra leading zeros do have to go - $((...)) does octal :-(
