Subject: [PATCH] virt: acrn: Fix vCPU removing code build error

vCPU removing code depends on CONFIG_HOTPLUG_CPU as it uses remove_cpu()
and add_cpu(). Make the vCPU removing interface building with
CONFIG_HOTPLUG_CPU.
