_TO_DS_, _FROM_DS_, _MORE_FRAG_, _RETRY_, _PWRMGT_, _MORE_DATA_,
_PRIVACY_, _ORDER_ definitions are duplicate IEEE80211_FCTL_*
kernel definitions.
