Current practice is to also add/update controls documentation in 
Documentation/userspace-api/media/v4l/

With your changes, v4l2_ctrl_hevc_pps and v4l2_ctrl_hevc_slice_params 
descriptions are out of sync and v4l2_ctrl_hevc_decode_params description is 
completely missing.
