Subject: [PATCH v2 6/7] CMDLINE: mips: convert to generic builtin command line

This updates the mips code to use the CONFIG_GENERIC_CMDLINE
option.

This deletes the option for MIPS_CMDLINE_BUILTIN_EXTEND
and replaces the functionality with generic code.
