Either
select CRYPTO_ARC4 if CRYPTO_USER_API_ENABLE_OBSOLETE
or add
select CRYPTO_USER_API
select CRYPTO_USER_API_ENABLE_OBSOLETE
The first choice is certainly more palatable if it is OK.
