Why? And what does 'proxy bit 21' mean? Isn't it just setting a bit
on the MSR?

Oh. Are you writting to it twice because you need to let the hypervisor
know (Hyper-V) which is done via the WRMSR. And then the inner
hypervisor (VMPL0) via the SINITx MSR?
