Currently POWER_SUPPLY_PROP_CONSTANT_CHARGE_CURRENT and
POWER_SUPPLY_PROP_CONSTANT_CHARGE_VOLTAGE are exposed on
the battery node and this is incorrect.

This patch exposes both of them on the charger node rather
than the battery node.
