I moved these to a new file, ocelot_regs.c, to be built with the ocelot
library and referenced by both the ocelot and this new "ocelot_spi".

As above, I moved this to a new file ocelot_wm.c as part of the library,
with the prototypes in ocelot.h. Including wm_dec and wm_stats.
Otherwise these functions are only built as the vsc7514 driver.

Again, more tables that could be shared with the library? Perhaps this

I'm wondering if a different structure for all these shared registers
should be considered, instead of just plopping them in the ocelot
