Subject: [PATCH v3 1/2] cpufreq: blacklist SC7280 in cpufreq-dt-platdev

Add SC7280 to cpufreq-dt-platdev blacklist since the actual scaling is
handled by the 'qcom-cpufreq-hw' driver.
