Subject: [PATCH] powercap/intel_rapl: Add AMD Fam19h RAPL support

Commit a77259bdcb62 ("perf/x86/rapl: Add AMD Fam19h RAPL support") added
RAPL support for Fam 19h. This CL adds the missing powercap support.
