This can be detected via a transport specific way.

E.g in the case of MSI, VIRTIO_MSI_NO_VECTOR could be a hint.

Something like that:

1) requests are submitted
2) poll but virtqueue_more_used() return false
3) device make buffer used

In this case, will poll() be triggered again by somebody else? (I think 
interrupt is disabled here).
