Subject: [PATCH 15/34] docs: devicetree: bindings: submitting-patches.rst: avoid using ReSt :doc:`foo` markup

The :doc:`foo` tag is auto-generated via automarkup.py.
So, use the filename at the sources, instead of :doc:`foo`.
