Subject: [PATCH 1/2] x86, Makefile: Move the CPU-specific 64-bit tuning
 settings to arch/x86/Makefile.cpu

In accordance with the FIXME comment in arch/x86/Makefile, move the
CPU-specific 64-bit tuning settings to arch/x86/Makefile.cpu.
