Subject: [PATCH] USB: serial: iuu_phoenix: Replace symbolic permissions by octal permissions

This fixed the below checkpatch issue:
WARNING: Symbolic permissions 'S_IRUGO | S_IWUSR' are not preferred.
Consider using octal permissions '0644'.
