Wait, Eric. It seems that this could decrease the times of calling.
However, this behaviour brings other changes about adding spin
lock/unlock in ixgbe_run_xdp() and ixgbe_run_xdp_zc(). Is that
necessary?

Well, now, I'm a little bit convinced that what you said is the right
way to go though I have to change some codes in ixgbe_run_xdp()/_zc().
