The whole thing is only used in the case of
hugetlb_free_vmemmap_enabled=false.
Maybe we could make vmemmap_remap_free()
and vmemmap_remap_alloc() compiled under
CONFIG_HUGETLB_PAGE_FREE_VMEMMAP.
But this should be in another separate patch.
