Subject: [PATCH 17/22] getitimer.2: SYNOPSIS: Mark as [[deprecated]]

POSIX deprecates them and recommends the almost identical
timer_[gs]ettime(2).  Those use 'struct timespec' instead of
'struct timeval'.
