Subject: [RFC PATCH v2 1/3] PCI/ASPM: Merge pcie_set_clkpm_nocheck() into pcie_set_clkpm()

pcie_set_clkpm_nocheck() is only called from pcie_set_clkpm().

Merge the two functions
