I thought you said that you (someone) will attempt to resolve the
described error in the QMP driver, making this patch unnecessary.

That said, are there any other benefits to this patch? I.e. does it make
sense not to initialize the phy when there's no cable connected for
power purposed etc?
If so this patch looks reasonable in itself, but the commit message is
wrong.
