If I understand correctly, SP7021 is the name of the SoC, not of the RTC. So the commit subject should be something like "Add driver for RTC in Sunplus SP7021".

Handle correctly the case when (res == NULL) - currently the function keeps running with undefined value of reg_base.

I would suggest to extract the above line into a function as it appears three times in this file.
Note: I'm quite new to kernel development, I also did not review this patch throughly.
