Unfortunately, this behavior is probably expected.  The support for Linux guests
on Hyper-V ARM64 that went into the 5.15 kernel assumes an enhancement
in Hyper-V to provide full virtualization of the ARM64 Generic Timer as
spec'ed in the ARMv8 architecture.  (Absent this enhancement, Hyper-V
expects ARM64 guests to use the Hyper-V synthetic timers.)  That Hyper-V
change was made in August 2021, and we tested and verified the Linux code
against an internal Hyper-V build.  I'm not sure of the status of the change in
the public Windows release pipeline.  It might be available as part of an
insider build, but I'm fairly certain it is not included in the Windows 11 release
that is generally available today.

To run on older versions of Hyper-V, I have a diff file that adds a small amount
of Linux kernel code to enable the use of the Hyper-V synthetic timers instead
of the ARM64 Generic Timer.  The diff should apply to 5.15 or 5.16 kernel
source.  Let me know if you are interested, and I can email you privately.  The
so-called MSFT kernel that comes with WSLv2 includes these same
out-of-tree changes to solve just this problem for older versions of Hyper-V
on ARM64.
