What has changed in the kernel in the past decade that this is suddenly
an issue? Why can't userspace debuggers handle this today, merging all
of the data from different cores together?
And why does this have to be a build-time option and not a runtime
choice? How are you going to build a universal kernel that works for
both types of systems?

So this drops down to only one device, not multiple ones? Or is it the
other way around?
