Subject: [PATCH] perf cpumap: Migrate to libperf cpumap api

Switch from directly accessing the perf_cpu_map__cpu to using the
appropriate libperf API when possible. Using the API simplifies
the job of refactoring use of perf_cpu_map__cpu.
