Maybe need to set CROSS_COMPILE ?

For crosses, I generate a 'make' script like
#!/bin/sh
export PATH=<path-to-cross-tools>/bin:$PATH
make ARCH=arm64 CROSS_COMPILE=aarch64-elf- $@
so workflow looks like normal, replacing make with ./make
