I should ask your pardon here, I was wrong in my previous comment.

I spend some time looking onto (and testing) the ways other driver do 
this and checking how does that map to drm_rotation_simplify().

My findings so far:
- Please pass full mask to drm_plane_create_rotation_property().
   If the plane does not support rot90, you should pass rot0 | rot180 | 
reflect_x | reflect_y.
   If the plane supports rot90, you should pass DRM_MODE_ROTATE_MASK | 
DRM_MODE_REFLECT_MASK (note, this includes rot270).

For the drm_rotation_simplify we should not pass rot270. Instead for the 
planes supporting rot90 the driver should pass rot0 | rot90 | rot180 | 
reflect_mask.

This way drm_rotation_simplify will map rot270 to rot90 | reflect_x | 
reflect_y.

Given that you have to pass different values to different functions, I'd 
ask to check capabilities & DPU_SSPP_INLINE_ROTATION flag and to 
construct rotation masks on demand.
