You're right! I didn't know this behavior. Thanks for the notice.
I misunderstood that the files in targets always be built...

After moving the 'targets' out of ifeq-block, I confirmed that the
default.bconf was not generated when CONFIG_EMBED_BOOT_CONFIG is not
set, and it is cleaned up when CONFIG_EMBED_BOOT_CONFIG=y.
