A CONFIG_RCU_EXP_KTHREAD would make sense.  If it is user-settable,
it needs to depend on CONFIG_RCU_EXPERT.  One big advantage of being
user-settable is that it provides an easy workaround should someone
somewhere run into problems with this change.
